fith reference to your confidential telegra

of November 7th and to previous correspondence terminating

with your confidential despatch of the 6th March, 1928,

which transmitted a copy of a memorandum prepared in the

Foreign Office on the subject of Anglo-Chinese in China,

and requested that I should furnis. you with considered

views on the whole question and particularly on the

proposals in paragraph 36 of the manorandum, I have the

honour to forward the following observations in amplifica-

tion of my confidential telegram of November 17th.

2.

The attitude of this government has undergone

some modification in the period which has elapsed since

Sir Cecil Clementi's Secret despatch of the let (ctober,

1927, as the result of the Chinese Regulations now in force in Kwangtung and Kwangsi which provide machinery for the renunciation of Chinese natio..ality. It was agreed at a

Conference Letween Sir Cecil Clementi and Sir Miles Dampso.

in Peking on the 17th November, 1927 that the necessity for
